Unable to circumstance or use parameter with text rule

A developer has a text rule on which he would like to define circumstance. When he checks the class for text rule.. it does not allow to create a circumstance version of it.

Error Messages

Not applicable

Steps to Reproduce

Create a rule text file and define property circumstance on it.

Root Cause

A software use or operation error.  Rule-File-Text rules cannot be circumstanced nor can they take parameters.

Here’s the explanation for the reported behavior: Rule-File-Text rules are used to hold text (HTLM, CSS, JavaScript, etc.) that will be sent to the user browser verbatim.  They are like Rule-File-Binary in that way, only they contain human readable text.  As such, they cannot be circumstanced nor can they take parameters.  You should circumstance the calling rule so that it picks the correct version of the Rule-File-Text.
