Unable to circumstance the report definition

Summary
Clinking a link in the report browser opens the base rule instead of a report definition. Circumstancing is done based on the OperatorID's skill name. It is a multivariate circumstancing that uses circumstance template and circumstance definition.

Steps to Reproduce
- Circumstance a report definition based on the OperatorID skill name using multivariate circumstancing.
- Create a short cut for the report definition so that it can opened from the report browser.
- Log in to the report browser, and click the shortcut.
Root Cause
A defect in Pegasystems’ code or rules.
Decision circumstancing works with primary page but not with the step page.
Resolution
Perform the following local-change:
Use property-based circumstance instead of multivariate circumstancing, that is OperatorID.XXXX, and give appropriate value for the circumstance report.
