Unable to create new application on the Framework layer

When building an Implementation layer on the Framework layer, error occurs on creating a new application.

Error Messages

A Rule-Application could not be saved due to 2 error(s) on it: .pyRuleSetList(6): The ruleset Hondaint has already been specified .pyRuleSetList(7): The ruleset Hondaint has already been specified

Steps to Reproduce

Create a new application with the built on Framework application.

Root Cause

A defect in Pegasystems’ code or rules.
The issue occurred because a ruleset was added in the Implementation layer (on the Framework layer) which was already present in the Framework layer.

Perform the following local-change:

Check the pzAddAdditionalRuleSets rule (FINAL RULE) where this validation occurs.
Perform an additional check in the WHEN condition of the fourth step to exit the iteration if @startsWith(RuleSetVersPage.pyRequiresRuleSetVersion(<CURRENT>),"HHHHInt").

However, this issue occurs each time a new application is created.
