Unable to delete a report copied to a Private category

Error occurs when deleting a report which is copied to the Private report category.

Steps to Reproduce
- Copy a report from Public categories to Private categories.
- Delete the report.
Root Cause
The logic to delete a shortcut detects that the operator is not allowed to check out rules. As a result, the deletion logic falls back to copying the shortcut to the Design Time ruleset configured on the access group. In this case, error occurs because the shortcut is already in the Design Time ruleset.
The operator must have the UpdateLimitedForm privilege to delete shortcuts.
Resolution
Perform the following local-change:
Add the PegaRULES:WorkMgr4 access role to the operator's access group which has the UpdateLimitedForm privilege.
