Unable to disable 'Column Command Menu' for summary type report

Summary
The 'Column Command Menu' displays for a summary type report despite disabling it in the report definition.
Error Messages
Not Applicable.
Steps to Reproduce
- Create a summary type report definition
- Uncheck 'Enable column command menu' check box in the Report Viewer tab
- Run the report on a report browser
Root Cause
In RRDataSummarySpreadsheetHeader, there is no check added for 'Enable column command menu' before adding the showReportRCMenu OnClick event.
Resolution
Apply HFix-45545.
