Unable to export records of specific Data Types to Excel, after delegating those data types to an access group to edit the data.

Steps to Reproduce
- Create a Data Type.
- Populate a few records.
- Delegate the Data Type to a concrete Access Group.
- Open the Access Group portal.
- Check the configuration section.
- Open the Data Type to edit.
- Export to Excel.
Root Cause
Delegated data types could not be exported and imported, as the export and import links were not available in the delegated section due to inappropriate visibility conditions.
Resolution
Apply HFix-37683.
