Unable to launch a local action in the replace_current mode.

Steps to Reproduce
- Create a section with a Textbox and a Submit button
- Refer this section in a flow action
- Configure a link to launch the local action in the main section
- Run the flow
Root Cause
An issue in the custom application code or rules. The Replace Current option is supported only when performing an assignment in a case.
Resolution
Perform the following local-change:- Launch the local action in a modal dialog or overlay if there is no assignment
- Refresh the current harness using the RefreshOnConflicts activity to launch the local option in Replace Current
