Unable to localize the local action header to Portuguese.

Steps to Reproduce
- Set locale to Portuguese for the user.
- Create a Survey.
- Add a question page to the Survey.
- Attempt to remove the added question page. Error message display in English.
Root Cause
An issue in the custom application code or rules.
Resolution
Perform the following local-change:
Create a field value pyCaption!Remove Page in @baseclass.
