Unable to open XML node properties panel

Summary
Double clicking nodes inside a parse XML rule does not yield the popup window to view the node's attributes as expected.

Steps to Reproduce
Open any parse rule in system, double click a node.
Root Cause
A defect in Pegasystems’ code or rules. Microsoft Internet Explorer 11 was being used to access PRPC 6.3 SP1. If running Microsoft Internet Explorer 10 or 11 for PRPC 6.x portals and applications, user interface elements does not load or displays incorrectly.
