Summary
Unable to perform Save As on existing rules and open any application rules after upgrading from PRPC 6.3 SP1 to Pega 7.2.

Steps to Reproduce
- Upgrade the system from PRPC 6.3 SP1 to Pega 7.2.
- Click Save As on existing rules.
- Attempt opening any application rule.
Root Cause
Pega-App-Definition ruleset is still pointing to 06-35-01 version in the application rule.
Resolution
Perform the following local-change:
Update Pega-App-Definition ruleset from 06-35-01 version to 07-10 version in the application rule.
