Unable to preview PDF, attached in a work object, with Japanese file name.

Steps to Reproduce
- Setup the JBoss EAP 7.2 server with the Secure Sockets Layer (SSL) for Pega 7.4
- Configure the Storage as Amazon Web Services (AWS) S3
- Access Pega over https
- Create a case type instance and attach a PDF with file name of 2-byte characters (For example, 日本語)
- Click the PDF file link
Root Cause
When Japanese (2-byte) characters are present, file names are not encoded when sent to the server. The Content-Disposition header must send the encoded parameters. However, it fails in the JBoss case.
Resolution
Apply HFix-55738.
