Unnecessary refresh at repeat grid

Summary
In a repeating grid a button is added. On clicking the button the first time, a new row is added. Clicking the button the second time, refreshes the entire grid instead of adding another row.

Steps to Reproduce
- Create a repeating grid.
- Add a button at the footer of the grid.
- In the button, add an actionset with addchild and after.
- In the UI, click the button. A new row is added.
- Click the button the second time. The grid is refreshed. A new row is not added below the existing row.
Root Cause
Section and action events are not updated.
Resolution
As a local-change, resave the section and action events.
