Updates to field values are not reflected on mobile



After we update field values in higher ruleset versions, force a full data sync and check the mobile app, it does not reflect the updated value. It still shows value from the field value rule in an lower/older ruleset version.

Steps to Reproduce

  1. Create a field value rule in rs:01-01-01 with value 'sample'.
  2. Check the field value in the mobile app to confirm that you see the value 'sample'.
  3. Now update the value from 'sample' to 'test' in rs:01-01-02.
  4. Check the field value in mobile app again, it will still reflect the value 'sample' instead of expected 'test'.

Root Cause

While packaging the FieldValue rules, rule resolution is not happening. Rule resolution cannot be done for FieldValue rules due to locale.
