Upgrade of CMA in 7.2 throwing NullPointerException

When upgrading Care Management Framework (CMA) from v7.13 to 7.14, after importing the Care Management Framework archive(AB_CMA714_for_Pega_71.jar), validation revealed that rule sets and rules for PegaCareTemplates and Pega278XML are missing.  Attempting to import the archive again fails with a message saying all rules are already in the database.

Steps to Reproduce

Attempt to upgrade from v7.13 to 7.14.  Even though the import says it was successful when validating rulesets see that not all rules have been imported.

Root Cause

A defect in Pegasystems’ code or rules.  The v7.13 introduced an invalid Rule-Admin-Skill instance which is causing the import to fail.

Query the rules schema to see the problem rule:
select pzinskey from pr4_rule where pxobjclass = 'Rule-Admin-Skill' and pxinsname is null;

RULE-ADMIN-SKILL  #20150703T091037.045 GMT

Delete the problem rule and commit:

delete from pr4_rule where pxobjclass = 'Rule-Admin-Skill' and pxinsname is null;

1 row deleted.

Commit complete.
