Upgrade scripts fail when upgrading from Pega 7.2.1 to Pega 7.4

Summary
When upgrading to Pega 7.4, the update scripts fail on the PEGA_DATA.pc_assign_workbasket table.

Steps to Reproduce
Upgrade from Pega 7.2.1 to Pega 7.4.
Root Cause
A defect or configuration issue in the operating environment. The constraints updated on the Pega tables were incorrect.
Resolution
Perform the following local-change:
Modify the constraints on the below tables manually and then continue with the upgrade:
- Pc_assign_worklist
- Pc_assign_workbasket
