Uploading a file attachment causes a JS error

Summary
A Javascript (JS) error is generated during file attachment upload. On running the process in the debugger, it is observed that the JS error occurs in pega_ui_textarea because "pega" is not defined. This issue occurs intermittently.

Steps to Reproduce
Follow the file attachment process.
Root Cause
The root cause of this problem is a defect in Pegasystems’ code/rules. Sometimes, because of timing issues, pega_ui_textarea loads before the object "pega" is defined.
Resolution
This issue is resolved by HFix-23191.
