Using specific url sometimes causes cookies not enabled error

Summary
On the same machine, when a user logs in, as a branch user, they get into the Call Center URL every time, but when they try to go to the branch URL they frequently receive an error ".....your browser does not support cookies".

Steps to Reproduce
Log into a branch workstation with a branch user id. Launch CPM 6.3 SP1.
Root Cause
A defect or configuration issue in the operating environment.
Resolution
Perform the following local-change:
Add this entry in the prconfig.xml and restart the server:
<env name=" /Authentication/RedirectGuests" value="false" />
