Validation error displays during skimming operation

Summary
When performing skimming operation validation error occurs for class rule.
Error Messages
This class in xyzFW ruleset can't inherit from class Data-WorkAttach-ECM in Pega-Content ruleset. Ruleset Version xyz:01-01-11 doesn't have Pega-Content in its prerequisite list.
Steps to Reproduce
- Skim through a major ruleset
- Update application to use the latest ruleset
- Run application validation tool
Root Cause
Rules save in a higher ruleset during skimming. Class rule is not resolved and processed by skimming. The class rule references a ruleset with Created in Version field. The Created in Version field does not change after skimming and application update. However, the class rule references the old ruleset that is not used by the application. Therefore, saving the rule results in validation error.
Resolution
Perform the following local-change:
Update Created in Version field to reference the latest ruleset application uses.
