Validation wizard does not display all the Invalid rules

PRPC 6 Platform is upgraded to Pega Platform 8.3.1. In the custom decision tree, the When rules are replaced with "".

Error Messages

This record has 40 error(s) in 8 place(s).

Invalid expression or reference: line 1:50 extraneous input """" expecting {')', '-', '+', '*', '/', '%', '<', '>','<n', '>n', 'nn','!n','<>', '^n', '~n', '&&', '||', '?', '+n', '-n', '*n', '/n', '%n', ','}
expression to evaluate-^^

Invalid Expression: Rule-Utility-Function - does not return boolean and cannot be used as a complete expression. Perhaps you wanted "@(Pega-RULES:ExpressionEvaluators).evaluateWhen("""")=true" instead?

Steps to Reproduce

Create a Decision tree with When rules in it.

Root Cause

While updating a Decision rule created on Pega Platform 7.1.6 (Internet Explorer supported Rule form) for a Harness based Rule form, the internal Logic searches for a parameter name (blockName). However, in the earlier version, the value of the When rule name is available in 'strWhen'.
The Embed-Rule-Declare-DecisionTree.pzEmbedUpgradeToHarnessBased activity's Step 7 Java code is updated to check for strWhen while searching for the When Rule name.

This feature is implemented in Pega Platform 8.3.4.
