"Value cannot be blank" error when executing move rules

Summary
Using the Application Explorer, to move rules for a given entity, when the move rules screen is presented a user can select a class and ruleset but the version is blank and a version cannot be selected.

Steps to Reproduce
- Designer Studio > App Explorer > (right click on a class) > Refactor > Move Rules.
- On the newly presented screen, select a class and ruleset but the user is unable to select version, which is mandatory.
Root Cause
A defect in Pegasystems’ code. A change was made to the custom control to dropdown and gave report definition as the source to the dropdown which retrieves the version ID based on selected rule set.
Resolution
Apply HFix-24616.
