A wait shape causes goal time to pass immediately

A flow is configured with a Wait shape that specifies a time interval of 1 year.

When a user views the assignment at that point in the flow, a yellow warning banner is displayed at the top indicating they have missed their goal.

The warning message states "The goal was 3 minutes ago. The deadline is 12 months". There is also a history note stating "Goal time reached for assignment 'Wait for 1 year'". This is confusing for the users.

Steps to Reproduce

  1. Add a Wait shape to a flow rule.
  2. Configure the Wait shape with a Wait Type of 'Timer' and specify a time interval.
  3. Run the flow.

Root Cause

The Wait shape is implemented using the Service Level Agreement (SLA) functionality. The goal time is set to the immediate time and the deadline time is set to the time interval specified in the Wait shape.
