Wait Smart Shape does not work with Pega 7.1.5

Summary
The wait smart shape is not working, when the child case that it is configured to wait for is resolved.
Error Messages
There is no error message. The case remains at the wait shape.
Steps to Reproduce
Create sub case(s) (by smart shape) in the flow. On the end of it add wait smart shape. Run the flow by User role (Pega:User4).
Root Cause
The issue occurs when there is no routing defined on the assignment following the wait shape, or it is configured to route to the current operator.
The current operator for the waiting flow is not the operator that is working on the child case as the dependecy is handled by an agent.
Resolution
Perform the following local-change:
Route the assignment after the wait shape to a specific user or workbasket.
