A warning is being thrown on creation of Dialog rule

Summary
On creating a new dialog rule, without even entering the message, warning is being set on rule.

Steps to Reproduce
Create a new Dialog rule under Process Category.
Root Cause
A defect in Pegasystems’ rule CheckForWarnings activity.
The rule throws a warning if the pyJavaGenerateAPIVersion is not equal to 04-02. This is a know issue, communicated same to the user.
Resolution
An enhancement request, FDBK-16419, has been created for consideration by Pega Product Management.
