In contract data step make sure you leave at least 1 checkbox "has data been confirmed" unselected up to reach Due Diligence stage where Enrichment assesment case should be automatically created and assigned to Partner operation.
With Partner operation user perform assignment and the case is routed to Partner Manager. Login as Partner Manager and perform assignment and escalate back to Partner operation.
