HTML Fragments - Completing the New or Save As form

Choose a name for the fragment.

Field	Description
Type	Select `HTML Fragment` from the Technical category.
Stream Name	Give this fragment rule a name. Begin the name with a letter and follow the rules for an identifier. See How to enter identifiers.

When searching for HTML fragment rules, the system:

Filters candidate rules based on a requestor's RuleSet list of RuleSets and versions
Finds circumstance-qualified rules that override base rules
Finds time-qualified rules that override base rules

The class hierarchy is not relevant to rule resolution of HTML fragment rules.
