Creates a nonexistent table exception.

Parameters:

aCause - the root exception, or null if none

aMsgID - the name of the message to use

aMsgInserts - parameters for the message

aSeverity - severity of the error; should be one of the ProcessingStatus constants

aSQL - the SQL that caused the problem, or null if none

aSQLInserts - prepared statement inserts for aSQL, or null if none
