Creates an exception indicating that another Requestor has stolen a lock.

Parameters:

aLockName - the ID of the lock

aLockingRequestorID - the ID of the Requestor that stole this lock

aCause - the exception that caused this, or null if none (usually this will be null)

aSeverity - the severity of this exception

aDescr - a description of what was happening when this exception occurred

aSQL - the SQL operation associated with this exception, or null if none

aSQLInserts - the inserts for aSQL, or null if none
