Creating libraries in branch rulesets

You cannot create Library or Rule Method instances in branch rulesets.

Libraries are based on the ruleset name only, not the ruleset version. Because you must merge branches into a particular ruleset version, you cannot create Libraries in branch rulesets.

To perform branch development while using libraries and functions, you should perform the following steps.

1. Create your library in the base ruleset.
2. Create Rule-Utility-Functions in the branch ruleset.
3. Merge the branch.
