An Offer rule has three key parts:

Field	Description
Offer Name	Enter a name for the Offer in the short description field. Tab or click the mouse pointer outside the field to populate the value for this key in the Identifier field.
Issue	Select the Issue for storing the Offer.
Group	Select the Group for storing the Offer.

Note Each Offer is backed by a decisioning proposition. The system automatically manages this relationship by creating, deploying, and deleting the proposition as needed. Since Offers are closely tied to propositions, you must always create Offers at the group level.

Notes on Issue and Group usage

In the Save As form, the application pre-populates Issue and Group values based on the corresponding values for the original Offer rule.
Issue and Group serve as logical abstractions for the class where the Offer rule is stored. See Using Issues and Groups to store rules.

Rule resolution

Full rule resolution applies to Offer rules. When searching for Offers, the system:

Filters candidate rules based on a requestor's RuleSet list of RuleSets and versions
Searches through ancestor classes in the class hierarchy for candidates when no matching rule is found in the starting class
Finds circumstance-qualified rules that override base rules
Finds time-qualified rules that override base rules
