Enable Paging in Bulk Transfer of Assignments

Summary
Paging was not enabled on the bulk transfer list view.

Steps to Reproduce
1. Login to the application as Manager.
2. Click on the bulk transfer functionality.
Root Cause
BULKPROCESSLIST calls GETBULKPROCESSCONTENT activity, which in turn calls another list view. Paging is not set for this list view, hence paging cannot be enabled.
