Delegated data types does not show the correct tab header name

Summary
On opening the delegated rules from Case Manager portal, the tab name displays as insname of the data type class instead of the data type name. For example, the tab name displays as 'RULE-OBJ-CLASS-' instead of 'Networkratingarea'.

Steps to Reproduce
- Delegate a data type to a user
- Launch the case worker portal
- Click the operator image on left top and click configuration
- Click the Edit button and observe the tab name for the delegated data type
Root Cause
On the Edit button of delegated rule, for landing page action, the pyInsHandle property is configured for the name parameter. Due to this, the insname is displayed as the tab name.
