Flows not visible in 7.1.7 from 6.1 SP2

Summary
After upgrading to Pega 7.1.7 from PRPC 6.1sp2, developers are unable to open the ruleforms for flows from the developer portal. The ruleform opens partially, but the flow is not displayed and the ruleform's buttons are not operational.

Steps to Reproduce
Attempt to open any flow rule in the devleoper portal after an upgrade.
Root Cause
The root cause of this problem is a defect in customer application code/rules. This behavior can occur when custom copies of 6.1sp2 Out Of The Box(OOTB) rules in application specific rulesets are not updated to align with their Pega 7.1.7 OOTB versions.
Resolution
This issue is resolved through the following local change: Withdrawing the custom copies of the 6.1sp2 OOTB rules, allowing the 7.1.7 OOTB rules to run.
