Application document wizard ignores circumstanced rules

Summary
The application document wizard doesn't include circumstanced versions of flows in the generated Word document, just the base version.

Steps to Reproduce
- Create a circumstanced version of a flow rule in an application.
- Create an application document by running the wizard from Designer Studio > Application > Tools > Document
- Select Create New Document.
- Select the application.
- Select 'Application Document' as the template
- Click Document Now

This issue is scheduled to be resolved in Pega 7.1.7.
