On manually creating a child case when there is a validation error in the parent case, you see the error.

Steps to Reproduce

1. Force a validation error on a parent case. 
2. Manually create a child case and click submit.

Root Cause

RemoveFromCover adds this error message in case a child is not present in coverinskeys. This activity itself need not be called when no child is present in pxCoveredInsKeys. A pre-condition of skip the call to RemoveFromCover can be added in AddCoveredWork to avoid this error message.
