Defer load option is not available for section includes.

Steps to Reproduce
Create a Section Include in a harness.
Root Cause
Defer Load is only available for Layouts, not Section Includes, and only for layouts with the following conditions:
- Smart Layout or Freeform Layout
- "Display header and title" checked
- "Header Type" set to "Collapsible
- "Expanded on Load" unchecked

Resolution
Enclose the section in a Smart or Freeform Layout.
Alternatively, if the included section itself has a Smart or Freeform Layout that has the conditions above true and is set to Defer Load, that setting will be respected.
