File browse drag and drop fails on Chrome

Summary
Drag and drop of files from file browse window to drag and drop target results in duplicate attachements or browser hanging. This occurs when using Google Chrome browser.

Steps to Reproduce
- From attachment menu, select file from device that has both drag and drop and select file browse options.
- Click Select file button, a dialog window opens.
- Drag and drop a file from the open window to the drag and drop area.
Root Cause
Issue with user operation.
Resolution
Drag and drop from file browse invokes two controls. Google Chrome browser is unable to handle this use case.
