IE 8 does not support drag/drop of work item attachments

Summary
Internet Explorer 8 does not support drag or drop of work item attachments for Pega 7.1.7.
Error Messages

Steps to Reproduce
1. Open any work Item.
2. Go to the attachments,click Add and select Attach a File.
3. Notice that the pop up does is blank.
Root Cause
The root cause of this problem is that the ActiveX ScreenCapture is absent.
Resolution
Perform the following local-change steps:
1. Enable all the ActiveX controls in the Internet Explorer 8 browser.
2. Install the Active ActiveX ScreenCapture which is prompted.
3. Test by re-clicking the attach a file option and notice that the 'Attachment' window appears fine.
