Import export option on local data storage delegation

Summary
Import export option is not available on delegation of local data storage rule.

Steps to Reproduce
- Delegate the local data storage(Data type rule) to a suitable user
- Open the portal for the user.
- Navigate to the delegated rule and try to edit it.
Root Cause
A defect in Pegasystems’ code or rules where the PegaCLMFS:WorkMgr role is referencing the OpenDeveloperForm priviliege when Import/Export options need OpenLimitedForm Privilege
Resolution
Perform the following local-change: Remove OpenDeveloperForm privilege from PegaCLMFS:WorkMgr role.
