pzGridAction was not upgraded properly

Summary
After the upgrade of PRPC from 6.1 SP2 to Pega 7.1.8, the pzGridAction section is not working as expected.
Used configured the pzGridAction section for "Add" button in repeating grid layout. If the user used pzGridAction then the entire UI is meshed up.

Steps to Reproduce
1. Configure the Repeating Grid Layout with Add button.
2. Configure the Add button with pzGridAction section.
3. Run the case and see the Repeating Grid UI.
Root Cause
A defect in Pegasystems code or rules. Division tag is not properly closed in pzGridAction after including pzGadgetInclude Html fragment.
Resolution
Apply HFix-31227.
