SOAP Service call fails

Summary
SOAP connectors fail due to incompatibility with TLS 1.0.
Error Messages
.ResourceUnavailableException: SOAP service failed
Steps to Reproduce
Call a web service which has TLS v1.1 or 1.2 enabled.
Root Cause
TLS is not supported by PRPC 6.1 SP2.
Resolution
Support for TLS started in PRPC 6.3 SP1. Pega 7 fully supports TLS natively.
