Unable to Open Data Tables - Report Definition timeouts

Summary
Developers are having lots of issues in this environment opening data tables, and see related errors in the logfile.
In the logfile, ORA-01013 errors are associated with the requestor which is encountering the onscreen error.
Error Messages
There was a problem getting a list: code: 1013 SQLState: 72000 Message: ORA-01013: user requested cancel of current operation.
Steps to Reproduce
Restart the server.
Root Cause
A defect or configuration issue in the operating environment: 2 report definitions (final) were timing out (30 seconds) and causing the behavior - pxPagePropertiesDataTypes & pxGetRulesByRecordTypeAndClassName
Resolution
The following 2 steps resolved the issue:
1) New index:
create index PEGARULES.PR4_RULE_VW_IDX7 on PEGARULES.PR4_RULE_VW(PYCIRCUMSTANCETYPE,PYRULESTARTS,PYRULEENDS,PZCLASSTYPE);
2) Update stats on the following tables:
pr_sys_app_hierarchy_flat
pr_sys_app_ruleset_index
pr4_rule_vw
pr4_rule_property
