'No rows' message does not display on enabling Categorization

Summary
'No rows' message does not display on enabling Categorization in the Operations tab of the repeating dynamic layout (RDL). When categorization is disabled, the 'No data to display' message displays.

Steps to Reproduce
- Create a section.
- Configure a repeating dynamic layout.
- Enable the 'Display message when there are no rows to display' checkbox.
- Navigate to Operations tab > Repeating dynamic layout.
- Enable Categorization.
Root Cause
This issue was determined to be a product enhancement request.
When Categorization is enabled in the RDL, it renders in the non-template mode. In this mode, the 'Display message when there are no rows to display' configuration is not considered.
Resolution
An enhancement request, FDBK-61725, is created for consideration by Pega Product Management.
