End user portal UI is distorted

Summary
In one of the cloud URL, UI is not rendering properly, where as same is working in another cloud environment.

Steps to Reproduce
- Launch enduser portal.
- Observe UI is completely distorted.
Root Cause
A software use or operation error:-
Access group to which the operator is mapped is causing the issue, where as for other operators portal is rendering properly.Observed in DOM at times css is not loading properly, coming as encrypted as seen in response.
Resolution
Perform the following local-change:
If access group is changed to other access group(working operator one), for same operator, UI is rendered properly.. Hence, changed the operator access group.
