Summary
Once submitted the payment demand intent does not always load the confirmation screen but gives the below error.

This action is not allowed in the current transaction
Steps to Reproduce
Submit the payment demand intent and occasionally this issue will occur.
Root Cause
Some critical rules were mistakenly filtered out due to the patch version number specified for one of the rulesets in the rule-application.
Resolution
The critical rules were in version 02.60.03.
Ruleset version specified in the rule-application for the ruleset in question is changed from 02.60.01 to 02.60.03, which solves the problem.
