Activity method loading is not working

Summary
Activity methods are not loading after enabling the URL encryption in Pega. An error message appears on the activity method smart prompt.
Error Messages
Steps to Reproduce
Add the below encryption tag in prconfig.xml, and restart the server.
<env name="Initialization/urlencryption" value="true" />
Root Cause
The issue is due to the defect in the Pegasystems' rules or code. When URL encryption is enabled, the query string constructed by openRuleAdvancedMethod is wrong.
Resolution
Apply HFix-27021.
