Add Row icon is not displayed in Row Repeating layout

Summary
After upgrade from PRPC v6.2 to v7.1.6, at run time the 'add row' icon in a repeating layout is not displayed.
Error Messages

Steps to Reproduce
Add a row repeat layout in a section in PRPC 6.2 SP2 and upgrade it to PRPC 7.1.6.
Observe the section at runtime. The 'add icon' will be missing.
Root Cause
The icon had not been properly upgraded in one section even though the layouts had been upgraded.
Resolution
In the developer portal, open the cell properties of the 'Add row' icon and change it to the 'Icon' (new version) control.
