Arabic styling works incorrectly with Preflight Optimization

Summary
On enabling Preflight Optimization, all the required CSS for Right-to-Left (RTL) languages (for example, Arabic) are unavailable. Hence, UI controls render incorrectly when using an RTL language.

Steps to Reproduce
Execute a User portal that is set to Arabic as the locale language.
Root Cause
A defect in Pegasystems’ code or rules.
The RTL languages (for example: Arabic) must be allowed to display correctly when an application is run with Preflight Optimization for CSS enabled.
Resolution
Apply HFix-58604.
