Assignment is not deleted when changing stages

The previous assignment was not removed when using the pxChangeStage activity.

Steps to Reproduce
Create a primary stage and an alternate Cancel stage.
Call the pxChangeStage activity to change to the Cancel stage.
Root Cause
The CleanUpProcesses parameter for the pxChangeStage activity was not set to true.
Resolution
The issue is resolved by calling the pxChangeStage activity with the CleanUpProcesses parameter set to true.
