Summary

When an user (who has the ability to modify the case) opens a case that is not assigned and launches a local action from actions menu.
And further clicks on the Refresh button, Assignment processing error is displayed on the screen.This issue will happen only to the users without Admin role.

Steps to Reproduce

1. Configure a case level local action. 
2. Open a work object that is not assigned to current user. 
3. From action menu open the configured local action. 
4. Open Other Actions and click Refresh.

Root Cause

A defect in Pegasystems’ code or rules.

​When the user refresh the screen from other actions, RefeshOnConflicts gets called which calls ProcessAssignment activity by passing the inshandle paramter, inshandle is set from pzInsKey of newAssignPage which is coming as empty for non admin users. 

Resolution

Apply HFix-30310.
