Attachment name in email does not display correctly

Summary
The attachment name does not display correctly on the recipient's email server. This occurs when sending an email with an attachment which has a non-English (Vietnamese) name.
Error Messages
Not Applicable.
Steps to Reproduce
- Send an email with an attachment. The attachment should have a Vietnamese name
- Open the recipient email box. The name does not display correctly
Root Cause
A defect in Pegasystems’ code or rules. The attachment name is double encoded.
Resolution
Apply HFix-41646.
